If effortPlanning is TASK, tasks MUST have effort; phases MUST NOT have assignees with effort. If effortPlanning is PROJECT_PHASE, phases MUST have assignees with effort; tasks MUST NOT have effort. Dynamic conditions: Set filters on phases/tasks to conditionally include them during project creation. compressTimeline is only meaningful when filters (dynamic conditions) are set on entities. For entities that must reference existing records (fields, roles, placeholders, etc.), search to find the existing ID. If it doesn't exist, create it first.
